Use a harder gear on flats or if the wind is blowing from behind a tailwind.
For reference on your left shifter gear 1 is for steep hills 2 is for flat ground and 3 is for downhill biking if your bike has a third gear.
If youre going uphill and you need a lower gear keep pedaling but ease off and pedal lightly while you shift.
Hesitate on the pedaling pressure but dont stop pedaling.
The rear gear cluster usually has 7 gears with some systems having 8 or 9.
